The airport district, with a long build ahead of it. Terminal 5 broke ground in May 2025 on a 1,080-hectare site east of the airport and is due to open in the mid-2030s, lifting Changi’s capacity from about 90 million passengers a year to 140 million; a 40-hectare Changi East Urban District is planned between it and the Tanah Merah Ferry Terminal. The homes sit inland of all that, in the Flora Drive and Loyang pockets — quiet, low-rise, and mostly freehold or on 999-year leases.
